This consultation provides an opportunity for local residents and stakeholders to review and comment on the proposed development on land off Peter Destapleigh Way and Broad Lane – Phase 2 of the Maylands Park development in Nantwich.

Our planning application is being shaped to meet local housing needs while respecting the character of the surrounding area. This website offers an overview of our initial proposals and invites you to share your feedback before we submit our application.

Planning Policy Context​

The site is located outside the greenbelt and occupies a highly sustainable location on the edge of the settlement boundary of Nantwich. As such, it was submitted via Cheshire East Council’s latest Call for Sites and promoted through the Council’s review of the Local Plan.

Local Plan Review

Local planning authorities are required by Government to update their Local Plans every five years. The current Local Plan for Cheshire East Council was adopted in 2017 and has now fallen significantly out of date. Progress on producing a new Local Plan for the Borough in under way and the current timetable for the new Local Plan to be adopted is Q3 2028.

Increased Housing Targets

Changes to the National Planning Policy Framework announced by the new Government in late 2024 has increased the number of homes Cheshire East Council will need to deliver from 1,800 to 2,603 per annum. (incl. 5% buffer). This has left Cheshire East Council with less than a five year housing land supply. Government requires councils to be able to demonstrate a five year supply of housing land.

Meeting Housing Needs in Cheshire East

Muller Property Group is ready to support Cheshire East Council in tackling its pressing housing deficit, aligning with the national Government’s mission of delivering 1.5 million homes by 2030. 

As the demand for affordable and quality housing intensifies, we are committed to partnering with the Council to not only meet these requirements but to enhance the community’s future.

Cheshire East Council has acknowledged the necessity of increasing the annual local housing requirement from 1,800 to 2,603 homes and we are dedicated to addressing this shortfall by advancing planning applications across strategic sites in the borough.

The Emerging Proposals

Muller Property Group is preparing an Outline planning application for around 400 high-quality homes, offering a variety of sizes and tenures to meet diverse housing needs. The development will include 30% affordable housing, a dedicated ecological habitat area, and supporting infrastructure such as public open spaces, landscaping, drainage, and access routes.

A separate Full planning application will be submitted for the infrastructure works, covering detailed proposals for site access, ground levels, enabling works, drainage, and related infrastructure.

How does the planning process work?

The plans for Phase 2 of Maylands Park are still at an early stage, with a holistic outline application now being prepared. Feedback from this consultation will help to shape the emerging outline plans prior to the outline planning application being submitted.

An outline planning application establishes the broad principles of development, such as access arrangements, illustrative concept layout, number of homes and general extent of development.

When an outline planning application is submitted to the local planning authority (in this case Cheshire East Council) it is then subject to a formal consultation called a Statutory Consultation.

This includes consultation with a range of statutory consultees such as the local NHS Integrated Care Board, the local education authority, the lead local flood authority, Natural England, local and national highways authorities, local town and parish councils, and many others, as well as the wider community.

If outline planning consent is granted, a detailed planning application called Reserved Matters planning application would be prepared. The planning application would include more detail such as architecture, materials, detailed layout and landscaping, and would be subject to further consultation with the local community before being submitted for determination. As with an outline planning application, Reserved Matters applications are also subject to Statutory Consultation.

Overall, the process can take a number of years between an outline planning application being submitted and development commencing on site. We have set out a rough guide to anticipated timescales in the timeline at the bottom of this page, however it is important to note that this is approximate and is very much dependent on local planning authority timescales and matters arising during statutory consultation.

Timeline

Environmental Impact Assessment (EIA) Scoping Application

Spring/Early Summer 2025

We have submitted an Environmental Impact Assessment (EIA) Scoping Application to Cheshire East Council. This initial submission is not a planning application but an important step in the planning process. It will help identify the key environmental factors that need to be assessed in detail as part of a future Environmental Impact Assessment (EIA).

By engaging with the Council at this early stage, we aim to ensure that all relevant environmental considerations—such as air quality, ecology, transport, socio economics, and health—are thoroughly examined.

Formal pre-application consultation

Spring/Early Summer 2025

Detailed online consultation on the emerging proposals for Phase 2 of Maylands Park, and an opportunity for local people to provide initial comments on local priorities and aspirations as we prepare a planning application.

Outline & Full Planning applications

Summer 2025

We will submit an outline planning application for our proposed neighbourhood of new homes, extensive green public open spaces, and ecological habitat areas, and a separate Full planning application for the infrastructure works to Cheshire East Council. This website will be updated with information about the submitted plans and email notifications will be sent to all who have opted-in to receive them advising of the planning submission.

Statutory Consultation​

Summer 2025

Cheshire East Council will carry out a statutory consultation on our submitted plans, seeking feedback from statutory bodies such as Stapeley & District Parish Council, the local NHS, education providers and highways authorities, as well as members of the public.

In line with Cheshire East Council planning timescales, Cheshire East Council will make a decision on the granting of planning permission.

Reserved matters planning applications​

Winter 2026 

Should outline planning permission be granted, we will then prepare a detailed Reserved Matters planning application. This will involve further consultation with the community on these matters of detail prior to the Reserved Matters planning applications being submitted.
